AI Governance Is Not AI Monitoring: Why the Distinction Matters

A few months ago a prospect told me they'd "sorted AI governance." They showed me an enterprise platform their IT team had been evaluating — automated model risk scoring, bias detection algorithms, drift monitoring dashboards. Impressive technology. Genuinely well-built.

I asked them how many machine learning models they'd built in-house. The answer was none. They were adopting vendor products — Microsoft Copilot, an AI-powered rostering tool, a chatbot for customer enquiries. Off-the-shelf AI, not custom models.

The platform they were evaluating was designed for data science teams managing hundreds of proprietary models at a bank or a pharmaceutical company. It had absolutely nothing to offer an organisation that needed to decide whether a vendor's AI tool was appropriate, who should approve it, what oversight it needed, and how to evidence that decision to a regulator.

They'd been looking at the wrong category of product entirely. And they're not alone — this confusion is everywhere.

The wrong tool for the problem

The enterprise AI monitoring market is built around a specific user: a data science team that builds, trains, and deploys custom models at scale. The platforms are sophisticated. They track model performance, detect statistical bias in outputs, monitor for drift, and generate compliance reports aligned to frameworks like the EU AI Act.

A 12-person care provider adopting Microsoft Copilot doesn't need any of that.

What most organisations actually need is the ability to answer much simpler — but harder — questions. Should we be using this AI tool at all? What are the risks, and has anyone with the right expertise actually assessed them? Who approved it, and can they explain why? What happens when the vendor changes something? And if a regulator asks us to demonstrate how we governed this decision, can we produce anything beyond a folder of emails?

These aren't technical questions. They're organisational ones. They need human judgment, not automated scoring.

Where the confusion comes from

It's partly a marketing problem. Search for "AI governance platform" and the results are dominated by enterprise monitoring tools — because those companies have significant marketing budgets and they've claimed the term. If you don't know the distinction exists, you'll assume governance means monitoring. You'll evaluate the platforms, realise they don't fit, and conclude that AI governance tooling isn't mature enough for your needs.

It's also a framing problem. The AI industry talks about governance as a technical challenge — model fairness metrics, algorithmic accountability, explainability scores. That framing makes sense if you're governing models you built. It makes no sense if you're a local authority trying to decide whether to use an AI chatbot for planning enquiries, or a police force evaluating predictive analytics software, or a care provider whose staff have started using ChatGPT without telling anyone.

For these organisations, the governance challenge is about people and process. Who proposes the use case. Who reviews it — and from how many perspectives. Who makes the decision, and whether that decision is accountable. What evidence exists. Whether anyone checks back in six months to see if the risk profile has changed.

What meaningful human control actually looks like

There's an irony in using AI to govern AI. If the concern is that AI systems can produce opaque, biased, or unaccountable outcomes, then another layer of AI producing automated risk scores that humans rubber-stamp doesn't solve the problem. It just adds a step.

The GDS AI Playbook requires organisations to maintain meaningful human control over AI systems. The NPCC AI Covenant says the same for policing. But what does that actually look like in practice?

I'll give you a real example. An organisation we work with was evaluating an AI tool for triaging incoming correspondence. Six reviewers assessed it independently — AI advisory, legal, data protection, infosec, change management, and project management. The data protection reviewer flagged that the tool processed correspondence content through a US-based API, which the vendor's marketing materials hadn't made obvious. The infosec reviewer flagged an authentication gap. The legal reviewer flagged a contractual clause that gave the vendor rights to use the data for model training.

No single reviewer would have caught all three issues. An automated risk scoring tool certainly wouldn't have — it would have assessed the model's technical characteristics, not the vendor's contract terms or the data routing architecture.

The stakeholder who made the final decision — a named individual, not a committee — had visibility of all six reviews. They made an informed No-Go decision with documented rationale. When the vendor comes back with an updated version that addresses the concerns, there's a clear process for reassessment.

That's meaningful human control. Not a dashboard. Not a risk score. People with the right expertise, looking at the right things, making accountable decisions with evidence attached.

The distinction that matters

If your organisation builds and deploys custom machine learning models at scale, you need a model monitoring platform. That's a real requirement and the tools that serve it are good at what they do.

If your organisation adopts AI tools and services — from vendors, from existing software, from staff finding their own solutions — and you need to govern those decisions with structure and accountability, you need something different. You need a governance process that's designed for the organisation, not the data science team.

The organisations getting this right aren't monitoring algorithms. They're governing decisions.
